Procurement Manager

Reporting to the General Manager, this position is responsible for the strategic procurement of goods and services to be used by the organization. The Procurement Manager coordinates his or her team efforts with departmental managers to maintain the appropriate level of inventory. This individual will utilize expert knowledge to purchase goods and services that meet quality requirements and specifications at the most favorable terms for the company, while simultaneously building and maintaining strategic relationships with key suppliers.


  • Establish and implement purchasing policies, procedures and best practices
  • Monitor ongoing compliance with purchasing policies and procedures
  • Identify and source new suppliers
  • Manage supplier selection process based on price, terms, quality, support, capacity and reliability
  • Develop and maintain strategic relationships with key suppliers
  • Establish and update an approved supplier database
  • Develop, negotiate and administer purchasing agreements and contracts with suppliers in support of organizational requirements
  • Measure and manage the supplier cost, quality and delivery performance
  • Troubleshoot cost, quality and delivery concerns
  • Manage risk relating to quality, cost, delivery and supply of purchases
  • Introduce performance improvement measures for suppliers
  • Work with relevant departments to manage inventory requirements
  • Facilitate timely placement of purchase orders
  • Develop and manage purchasing budgets and forecasts
  • Produce regular reports on purchase commitments, costs and delivery performance
  • Oversee the operations and daily activities of the purchasing department
  • Performance management and develop and motivate purchasing staff
  • Direct continuous improvement of purchasing processes in line with changing organizational needs and market conditions


  • Bachelor's Degree in Business, Finance, Engineering or Supply Chain Management
  • 7-10 years' progressive experience in a purchasing role with at least 5 years in a supervisory role
  • Certified Professional Purchaser (C.P.P.) designation or registration in the educational program of the Purchasing Management Association of Canada an asset
  • Proven success in a supervisory, management or leadership role in Purchasing
  • Comprehensive experience drafting supplier agreements including the ability to strategically assess and mitigate risk with suppliers through well-structured agreements
  • Background in Agriculture industry is an important asset
  • Considerable knowledge of laws, ordinances, and regulations pertaining to purchasing practices
  • Working experience in the agriculture industry is preferred
  • Must possess excellent customer service skills
  • Must be computer literate. Preferred candidate will have previous experience with purchasing software, Microsoft Word and Excel
  • Strong verbal and written communication skills
  • Detail-oriented and works with a high degree of accuracy
  • Ability to multi-task in a fast-paced environment
  • Must be extremely responsible with integrity and ability to maintain confidentiality and discretion
